In silent mode the installer does not kill running processes.

The problem is that we kill using MUI_PAGE_CUSTOMFUNCTION_PRE using BeforeInstallHooks

This is apparently not executed in silentmode as there is no UI / Pages.

Gpg4win-3.1.3 was released. And the original reporter confirmed the fix.
